I have a solution for you but the Blue Ox base plate kit that fits the 2023 Chevy Equinox does not work with the lower shutters you have. Instead you'd need the Roadmaster base plate kit # RM-523193-5 which is compatible. Since you have a Blue Ox tow bar you would also need the adapter # BX88185 and you'd be set.
